It has been an absolute honour serving as your Local Councillor for Ward 1.  Over the last few years, we have worked together to make our community an even better place to live, work, and raise a family.

By focusing on smart growth, protecting our green spaces, investing in local recreation, and keeping a sharp eye on fiscal responsibility, we have achieved incredible milestones for Courtice. But our work isn’t done yet. I am seeking re-election to ensure Courtice continues to get the strong, dedicated representation it deserves at Town Hall. Let’s keep moving Clarington forward, together.

A Neighbour, a Community Builder; a Councillor who Shows Up!

Supporting a waterfront vision throughout Clarington and a massive, one of a kind waterfront destination park in Courtice

A 101-hectare lakeshore area featuring a new municipal-wide park and improved lake access.

Clarington's First Outdoor Rink

Opened Clarington's first outdoor refrigerated rink at the Courtice Community Complex, kicking off 2025 with an on-ice performance and free family activities.

Park & Playground Upgrades

Championed major infrastructure and playground refreshes across Ward 1 and throughout clarington, including vital upgrades at Stuart Park, Solina Park, Avondale Park, South Courtice Recreation Infrastracture (including tennis courts) and many more.

Transit-Oriented Development

Planning is currently underway for the Courtice Transit-Oriented Community (TOC) Secondary Plan. This is a significant long-term initiative to prepare for the GO Train extension, focusing on creating vibrant, walkable neighbourhoods with a mix of housing, services, and new open spaces around future transit hubs.

Supporting Safety and Improvements to Infrastructure - helping keep children and families safe.

Prioritized the development of safer roads in Ward 1 by advocating for dedicated bike lanes, sidewalks and speed limit reductions to ensure community and school safety

New EV Infrastructure

Ward 1 residents will benefit from expanded charging options. New Level 2 AC chargers are slated for the Courtice Community Complex (Spring 2025) and the South Courtice Arena (Fall 2025).

Continued support for Seniors through programming and low cost housing

Helped secure 58 new affordable apartments at Orono's Durham County Senior Citizens Lodge. By championing critical funding and fee waivers to get shovels in the ground, Sami proved their ongoing commitment to delivering housing solutions that let our seniors age with dignity.

Senior's Affordable Housing

The first of its kind in Durham Region—for a development on Highway 2 in Courtice, ensuring approximately 55 residential units remain affordable for the next 25 years.

Boosting Local Businesses and Local Jobs

Since 2022, Clarington has experienced a strong economic recovery, with the local unemployment rate dropping from nearly 12% to approximately 6%. Building on this positive momentum, Sami remains committed to working alongside community businesses to create good-paying, local jobs. He has a proven track record of supporting major regional employers, including Toyota, East Penn Canada, AtkinsRéalis, and Ontario Power Generation.

During his 2022–2026 term, Ward 1 Local Councillor Sami Elhajjeh has approached local amenities with a focus on community building, family recreation, and strategic expansion. 

His specific roles regarding these signature Courtice and Clarington projects include:

Courtice Tree Lighting Ceremony: Elhajjeh was highly instrumental in launching this new festive staple at the ⁠Courtice Community Complex. He championed the event as a vital way to bring local families together, coordinating a mix of holiday vendors, live caroling, and library crafts. [1]

Courtice Santa Claus Parade: Following years of absence, Elhajjeh has been a prominent municipal supporter celebrating the the christmas parade. He has utilized his platform to promote local sponsorship and volunteer registration to ensure its long-term financial safety and viability.
🏟️ Major Recreation Complexes & Arena Expansions
Concerts at the Complex & Outdoor Rink: Elhajjeh backed council’s commitment to construct brand-new outdoor refrigerated ice-skating rinks throughout clarington, including the premier site at the Courtice Community Complex and Diane Hamre Rec complex in Newcastle. He has actively pushed for these recreational hubs to double as community destinations, featuring outdoor DJ music, live local entertainment, and seasonal gatherings
 
South Bowmanville Recreation Centre: As a sitting member of Clarington Council, Elhajjeh ⁠approved the ambitious design plans and breaking ground on Phase 1. He voted alongside council colleagues to secure the funding puzzle needed to deliver a FIFA-sized multi-sport dome, walking track, and an indoor aquatics facility. [12]
 

South Courtice Arena Expansion: Elhajjeh has explicitly labeled the expansion of the South Courtice Arena as one of his top priorities. Because the facility was structurally “plumbed” to support a quad-pad system (four ice surfaces), he voted to authorize and fast-track a comprehensive feasibility study. This study identifies what infrastructure upgrades are necessary to cost-effectively double the facility’s indoor ice capacity. [12]

Safer & Smarter Streets: Investing in traffic calming and smart infrastructure to keep our neighborhoods safe.

Parks & Recreation: Enhancing our local recreation infrastructure, trails, parks, and green spaces.

Seniors & Youth: Fostering programming and spaces that support every generation—from new families to long-time residents.

Local Businesses & Jobs: Continuing to partner with businesses in our community to create good-paying, local jobs.

Responsible Growth: Ensuring development is planned, sustainable, and benefits the community.

Open & Transparent Council: Prioritizing clear communication and providing real opportunities for residents to be heard.
